This turns up around the year 1856 when Hume and Townsend are associated. I have a feeling it is the monogram of Hume, AOH, with the A and O being combined:

It's Albert John Hambrough 1820-1861, see: http://herbariaunited.org/collector/11175/ - however he has just this sheet from Dumfriesshire, and no others that year; but I have found other such 'anomalies' with him. Hume was aged 27 and possibly in India in 1856.
