Henry Haselfoot Haines, I think.

There is a pencil note on several of the sheets which says H H Haines. However, I sent some jpgs of the writing to Richard Gornall to compare with the writing on some of Haines' sheets in his herbarium; he says that Haines' handwriting is quite different to that on these sheets.
