I have tried to clarify the label. Searching the database and the web for Petri Portae finds dates in the 1860s. I think the date here is '14/6 65.', so 14/6/1865.

I think the description starts with Lombardia and gives an altitude of 3500.
It's just possible for this region for this to be metres but the search above found more instances of heights in feet.
