Collector looks like 'J Harvey Bloom'. I wonder is this the James Harvey Bloom who wrote Shakespear's Garden? Dates: 1860 - 1944. Lived latterly at 30, Brandreth Road, Upper Tooting.

He certainly was interested in and collected plants etc
see, for example, Hardwicke's Science Gossip (and was reasonably close to SLBI).
