No, I think it is J E Little, cf sheet http://herbariaunited.org/specimen/337150/
A useful process is to do a specimen search for this date, i.e. put 28/8/1922 in both the 'from' and 'to' date boxes in the search form. If there are too many you can try limiting it by adding vice-county or even the putative Collector's name.
