If it does turn out to be J Whitelegg you might like to amend

also initalled "J W" but which is currently ascribed to James Walter White and to my eye is in the same hand.
Virtually all the other J W White specimens I've seen helpfully have his printed specimen labels including his printed name and initials but less often in his manuscript - but the rest of his script looks similar to this one..

I am more convinced now that it is Whitelegg
