N.B. reporting of the edit history is currently fairly unclear and misleading. Most edits made to specimens appear as a pair of 'add' and 'delete' entries, which may not be together in the list. There are also often 'minor' edits, which are made automatically (rather than due to user activity), for example to merge synonym names.

Label says "Surrey" but Tadley is in Hants.

The label says "Tadley Heath". Tadley Common is bisected by the County boundary. The rule is 'the collector knows where he is'. I should take Brightman's word for it, that he was in Surrey.

But see http://herbariaunited.org/specimen/335289/ (unfortunately D Allen doesn't seem to suggest a preference) - also the Hants / Surrey boundary is a considerable distance to the east

I'm inclined to think that the county on the label was an error on the part of the collector, and the specimen quoted above seems to bear that out. Maybe dates could help when more material has been documented? It's a shame Brightman only gives the month, and even changed his mind about that, suggesting that the label was written post hoc.

One further query: why do Brightman's name and dates not pop up when typing him in as collector?
