I couldn't locate Pen y Craig, but Glamorganshire is likely, as Woods collected from Barry and the Gower at that time.

Pen Y Craig is referenced here (The Phytologist, vol 3)

Pen y Craig translates as Top of the Rock, so plenty of opportunities in Wales. Can also be written Pen y Graig, and, as such appears in a series of farm names south-west of Abergavenny (Monmouthshire) OS SO2812, which in at least one webpage gets written (Lower) Pen y Craig:
