The system doesn't cope well with far-flung exotic parts...

I've edited the locality entry to add 'Germany' to Erlangen, but in future if the problem happens again then try re-selecting Germany as country ('Other countries' => 'Germany') which may make the error go away - if not then make sure that the region name box is either blank or has a valid German region code.
