I received 4 specimens but was only able to complete the first so skipped
the other 3 and then finished (the other 3 were marked undocumented in red)
However the available specimens number has still decreased by the original 4, i think i've noticed this on a couple of other occasions recently as well. (I was the only online user)

This isn't a bug as such. The reason for this behaviour is that the sytem avoids reallocating sheet to you that you have previously skipped (so your available sheet count decreases). The skipped sheets will still be available to other logged-in users (and are also still available to you if you search for them by taxon name).
Sheets that have been skipped by any user are also not available to unregistered (not logged in) users.
