The Heathcote Monument could possibly be the mausoleum in the churchyard at Hursley, but Romsey (a possible alternative to Rumsey) is 2 or 3 miles from there.

The Heathcotes had the Baronetcy of Hursley, Hampshire (Woods was in Hampshire around then).

I wonder if Emily Woods is a person not a place.

J Woods did not marry, but he had a brother.
There are references to a relative of his - in various texts
eg J of Bot

I assume that Emly = Embley and that Romsey = Rumsey, but it's still hard to place the monument.

Chris, thanks for posting the Phytologist exert. I looked for the rest of the text, because I was hoping for more context (there wasn't in fact anything more that was useful). It was quite slow to relocate the document on google. When you post text from online sources, (which is really helpful and much appreciated) please also if possible include a link back to the source page, e.g. http://books.google.co.uk/books?id=CVkCAAAAYAAJ&vq=Rumsey&pg=PA258#v=onepage&q=Rumsey&f=false
