Possibly Miss Packer - or Tacker!

More likely Packer, compare the P of Plumbagineae - but clarifies perhaps that the 'T' in this handwriting is T not P ?

Whoever wrote the label used the "long s" in spelling 'Miss' which in 1904 was either an affectation or the work of a very old man.
