It might be (at least it doesn't appear to match a London Catalogue taxon number for Rumex - which is another common type of numbering on sheets).

In general I'm not sure how useful collectors' numbers are as usually there's no longer any associated records (the numbers sometimes once matched entries in field notebooks etc.). One of the few exceptions is the number that A.O.Hume put on many SLBI sheets - which can be useful because on some sheets he omits label details, with a comment such as 'same location as sheet X' - which is untraceable unless the numbers are noted.

The initials on this sheet 'W.H.B.' match W.H.Beeby.

The location is "Thames side opposite Halliford" - Beeby made other collections in Walton-on-Thames that day, just across the river from Upper/Lower Halliford.
