MMC - http://herbariaunited.org/specimen/369242/ gives the name M M Cox - but this name is unknown currently from any other specimens

These are from a small set of sheets 'Det. PCDC'. There are two from a 'High Low Transect' - not the direction of the survey but on High Low, a hill in Derbyshire (SK154683). This, and the use of Lat/Long references as well as (transposed) OS grid references, made me wonder if PCDC was a club or institution rather than an individual. I am otherwise in the dark!
