I think the consensus is that this is Benjamin Thompson Lowne 1878-1956. You can select him from the green menu list. If you type in B.T.Lowne with full stops and no spaces you will be creating another collector unassociated with any other records. He had a large collection of seedlings. It's not safe to assume what is in the packet! It will be loose plant material of some sort. I would just add [includes packet] in notes.
