Thanks. Having since seen a similar label I have gone for herbarium 'Germain & Boutique' and collector 'Boutique'. There was certainly a Belgian botanist René Germain, and Raymond Boutique (1906-1985) wrote a flora of the Belgian Congo. Further clarification needed!

There's a list of the main collectors on the Meise Botanic Garden's website, which suggests that your interpretation of the label as René Germain and Raymond Boutique (who was an employee of the gardens) is correct.
