N.B. reporting of the edit history is currently fairly unclear and misleading. Most edits made to specimens appear as a pair of 'add' and 'delete' entries, which may not be together in the list. There are also often 'minor' edits, which are made automatically (rather than due to user activity), for example to merge synonym names.

The signature matches two others taken as 'J Milne'.

There is a Joshua Milne FLS, who died 1851

http://en.wikipedia.org/wiki/Joshua_Milne
http://en.wikisource.org/wiki/Milne,_Joshua_(DNB00)

details of his work / botanical interests etc. Actuary and "said to have possessed one of the best botanical libraries in London" - interested in Mosses and hepatics.

and there is J Milne, who was a gardener at Fonthill, Wilts in the early 1800s.
Also John Milne (floreat 1890's) a seedsman in Montrose.

There was also a Thomas Milne, who was sometime Curator of the Oxford Botanic Garden in the late 1700's.

Confusing that the date on the label is 1857, whereas J Milne above died 1851. His 2 other specimens are dated 1856 and 1857. Wolfe lived 1801-80.

h@h now has several collectors who could be 'J Milne':

1: 'J Milne' with 3 records all at Kew, fl:1856-1857, of whom Kent & Allen comments "Edinburgh:1955"!
2: 'James Milne' 14 records all at Edinburgh fl:1955-1960 (not in K&A)
3: 'James Fairweather Milne' no h@h records, fl:1910-1965 (K&A: specimens in National Museum Wales)
4: 'Joshua Milne' no h@h records 1776–1851 (not in K&A)
5: 'Dr Milne' 11 h@h records all at Edinburgh fl:1953-1985 (not in K&A)*

* A Dr J. Milne is in members list of BSBI Proceedings 1956.

Perhaps the records for 1 should be associated with 2 and vice versa, and the records for 5 should be added to 2.
