Ley give county as West Gloucestershire in specimen #1 and Herefordshire in #2 although the place names appear to be the same. And this station is given [Google] as in the village of Lea Herefordshire.

not that it resolves things but The Flora of Herefordshire by Purchas and Ley describes District 2 as having a northern boundary "reaching the borders of Gloucestershire near the Lea".
