I think its probably the Rev William Mathews, see: http://herbariaunited.org/collector/12313/

His writing on the sample and many of his specimens, that don't seem to have been transcribed later, look pretty near identical to this one and he's done most of his recorded collecting (so far) about this time and 'near by' in Worcestershire.
