Ambiguous place names

Recording ambiguous place names, where the county can't be inferred from info on the sheet (or any other clues) has been somewhat error-prone. To make treatment of these localities more straightforward I've added a region name: 'Ambiguous locality' that can be used if you don't know which instance is referred to.

I've added a set of 1300 ambiguous GB place names to the dictionary using an automated process, but there are probably yet more places still to add and other names which shouldn't be there.

If anyone's curious, then here's the ambiguous list as it currently stands. (the list is currently GB only, I can't yet do the same with Irish places)

Chris reminded me, that Irish ambiguous names still hadn't been added. I've added Irish ambiguous names now (1582 localites).
