Does it not read 'Lake Lancashire' and to to refer back to Tom H on another sheet:
"Lake Lancashire is an archaic reference to Westmorland (or possibly just VC 69b - I'm not certain). So in general 'Lake Lancashire' should be taken to mean 69 rather than VC60. For the purposes of herb@home (partly for the sake of simplicity) no distinction has been drawn between VC69 and VC69b."
