There is a partially visible (for free) listing for him: "Sir H R Beevor (1858 - ) born 31 Oct 1858 Collected plants in Aden. 1884. now at Kew Kew Bull 1901, 7. Rec. Bot. Survey vl, 1914, 17. ... " in the Dictionary of Botanists of the British Isles and Ireland (See in Google books) that must be your chap. Equally baffled by "..Garden at Hou???" Mike d'A |

This plant was correctly identified by Robinson as Chives (Allium sibiricum is a superceded name). A scorodoprasum is not found in Cornwall but in the North of England. |

Done some more checking and I found this obituary in BMJ 1939
SIR HUGH BEEVOR, BT., M.D., F.R.C.P.
Consulting Physician, King's College Hospital
Sir Hugh Beevor, fifth baronet, of Hargham Hall, near
Norwich, died in a nursing home on February 24 at the
age of 80. He had long retired from active practice as
a physician in London and lived the life of a Norfolk
country gentleman, for which he was well fitted. He had
an expert knowledge of trees and other plants and took
a leading part in the work of the English Arboricultural
Society.
Hugh Reeve Beevor was born on October 31, 1858 |

Well spotted Chris - I think you're right
I am now thinking that the specimen was collected at Hargham and was introduced to the garden there from Lizard Point |
